Snapshot Improvement: Include sidechain $RLY

Problem: Creators and their communities are currently unable to simultaneously support their economies and participate in Rally Governance.

Solution: Include sidechain $RLY (including $RLY bonded to creator coins), in the Snapshot for Rally Governance.

Personally I think it should be limited to RLY held in sidechain at most. If you include creator coins and the RLY bonded to those then creators would get a vote far larger than a normal user would ever have. This could open up a situation where an small but organized group of creators could exert an oversized amount of control on future proposals or the path. If creators want to vote then they can keep RLY (in wallets or LP) the same as the rest of the average users
